The Centre for Progressive Capitalism’s research aims to improve access finance to enable businesses to innovate and grow.
The research is focused on three key areas:
- A more effective model of public support for venture capital: making venture capital profitable through support for mixed modes of debt and equity financing, such as the US’ Small Business Investment Scheme.
- Promoting business angel investing across the EU: including support for tax incentives to encourage greater investment in riskier businesses.
- Signposting businesses to the most appropriate finance: developing compulsory referral schemes for loan applications rejected by banks.

This publication focuses on how the Capital Markets Union might lead to tangible gains in investment and jobs growth. It is based on a micro analysis of the challenges faced by growth and innovative firms in six large member states
